Former Trump Cabinet Secretary To Helm AmFree’s “Center For Legal Action,” A Key Entity Focused on Fighting Regulatory Overreach at Federal and State Level, Creating a Favorable Business Climate for American Innovators
Washington D.C. – Today, the American Free Enterprise Chamber of Commerce (AmFree Chamber) announced the addition of Bill McGinley as the President of its Center For Legal Action (CLA). McGinley, who served as an Assistant to the President and Cabinet Secretary in the first Trump Administration and managed the Office of Cabinet Affairs (OCA), joins the nearly three-year-old organization at a critical time as the new administration and Congress seek to unwind the regulatory overreach of the past four years and usher in America’s next Golden Age.
“The overreach of the Biden administration, combined with ongoing reflexive obstructionism from progressive states and their politically motivated leaders, create a need for a strong legal partner to assist the Trump administration with their economic agenda,” said McGinley. “Having served in the first Trump presidency and as a strong supporter of his second term, I can think of no better place than AmFree Chamber’s Center for Legal Action to complement and support their deregulatory efforts in the courts.”

As the former head of OCA, McGinley served as a primary liaison between the White House and the Cabinet of the United States. He also organized the President’s Cabinet Meetings, communications, policy implementation, logistics between the White House and Cabinet Members, and helped managed issues affecting multiple departments and agencies. With more than two decades in Washington, D.C. helping clients navigate the difficult intersection of law and politics, McGinley has also served as general counsel to the National Republican Senatorial Committee, deputy counsel to the Republican National Committee and a partner at Patton Boggs and Jones Day. McGinley is also standing up a consulting business to help clients navigate the difficult intersection of law, policy, and politics in the Nation’s Capital.
In recent months, the AmFree Chamber has taken legal action against many misguided regulatory efforts, including:
- The Biden Administration’s Waste Emissions Charge” (WEC) contained in the 2022 so-called Inflation Reduction Act (IRA) imposing a tax on methane producers;
- California’s implementation of its controversial Advanced Clean Fleets (ACF) regulation seeking to ban combustion engine truck engines;
- A collusive agreement struck between the California Air Resources Board (CARB) and certain truck manufacturers designed to evade the federal Clean Air Act and illegally manipulate markets to phase out internal combustion engines;
- The Biden Administration’s National Highway Traffic Safety Administration (NHTSA) fuel-economy standards that would force nearly 30% of passenger cars and light-duty trucks to be electric by 2031 and nearly 40% of heavy-duty pickup trucks and vans to be electric by model year 2038;
- The Illinois Interchange Fee Prohibition Act (IFPA) that would upend the principles of the National Bank Act of 1863 (NBA);
- The European Union (EU) Undertaxed Profits Rule of Pillar 2 imposing a new 15 percent global minimum tax rate on U.S. companies with operations overseas to be collected by foreign countries.
